Extend the effective length of login password

Request Description *

Passwords of patron login and also staff initial login of Millennium and Sierra is now having a maximum effective limit of 8 characters.

This 8-character limitation is outdated design threatening the security of the system. The effective password length limit should be removed, allowing the full password string be used for authenitcation and authorization.
