ACS Read & Publish System Suspension Notice (November 1-7, 2026)
1. Institutions Participating in the 2024-2026 Read & Publish Agreement
For articles accepted during the system suspension period, the Chemistry Division of the National Science and Technology Council (NSTC) Library Service Program for Natural Sciences and Sustainability Research will coordinate with ACS to ensure that eligible articles can still be published as Open Access (OA).
2. Institutions Participating in the 2027-2029 Consortium Read & Publish Agreement
- The consortium agreement has been finalized. Participating institutions will not be permitted to withdraw during the three-year agreement period.
- For articles accepted during the system suspension period, authors are advised to delay signing any publishing license agreements. In particular, authors submitting to Gold Open Access journals should NOT pay the Article Processing Charge (APC) themselves, as APC payments cannot be refunded afterward.
- Publishers will provide a list of articles accepted during the suspension period for library verification. Once eligibility is confirmed, the articles will be published in Open Access format.
- Beginning November 8, 2026, the 2027-2029 agreement will take effect, and the CCC platform will adopt a two-stage notification process:
- Stage 1: When an article affiliated with your institution is accepted, the institution will receive the first notification through the platform. No approval action is required at this stage.
- Stage 2: After the author agrees to publish the article as Open Access, the institution will receive a second notification through the platform and may then proceed with eligibility review and approval.
3. Institutions Not Participating in the 2027-2029 Consortium Read & Publish Agreement
Starting from November 8, 2026, submitted articles will no longer be eligible for consortium-funded tokens. Authors who wish to publish Open Access articles will be responsible for paying the APC themselves.
Important Notes
-
National Sun Yat-sen University (NSYSU) will continue to participate in the 2027-2029 Chemistry Consortium Read & Publish Program, providing eligible faculty members and students with Open Access publishing support without APC charges.
-
During the CCC platform suspension period (November 1-7, 2026), authors who wish to apply for ACS Open Access publishing benefits through NSYSU must not pay the APC themselves, as such payments cannot be refunded afterward.
